Summary:
Under the direct supervision of the SSVF General Manager, the Landlord Liaison supports SSVF's strategic and operational objectives for increasing access and expanding the number of units available from both private and public rental markets for those moving from homelessness to permanent housing. The Landlord Liaison will build relationships with existing and new landlords and create incentives for landlords to relax screening criteria for people experiencing homelessness who have barriers to accessing permanent housing. They will work closely with SSVF Housing Specialists and Case Managers to ensure clients can access housing and collaborate with others at all levels of the organization and with external stakeholders in the consideration of significant goals, concepts, initiatives, and other activities. Must pass backgroung checks.

Education and/or Experience:
Bachelor's degree (B. A.) from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.

Essential Duties and Responsibilities include the following:

  • Be knowledgeable of HUD and Housing Authority policies, procedures, and practices pertaining to the Housing Choice Voucher (Section 8) programs, State and Federal Landlord Tenants Law, Fair Housing Laws, and subsequent regulations and procedures.
  • Be informed about, and believe in "Housing First" philosophy and strategies.
  • Create and implement a written plan for landlord outreach, recruitment, and retention.
  • Create and maintain a housing resources database, including available housing units or properties, and landlord outreach contacts in Spokane and the surrounding areas serviced by SSVF grant requirements.
  • Work collaboratively as an integral member of the SSVF Team with all aspects of SSVF's programs, representatives of other non-profit agencies, staff from local government agencies, and landlord/real estate associations.
  • Actively seek out and recruit additional property owners by meeting with local partners and various interested parties to discuss the advantages of leasing their properties to participants of the SSVF Program to include; apartment associations, Board of Realtors, tenant council's, Landlord Associations, and other community partners. 
  • Present numerical data effectively to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of housing goals and timelines.
  • Identify opportunities for expanding the number of units available using market data and other sources of information.
  • Develop outreach materials and agreements with landlords that will provide rental units to help homeless clients access and maintain permanent housing.
  • Coordinate and conduct informational and educational seminars/trainings for property owners and SSVF participants on housing opportunities and tenant/landlord roles and responsibilities.
  • Participate in regular team meetings to provide training to SSVF staff on housing opportunities and tenant/landlord roles and responsibilities.
  • Organize and implement quarterly landlord recruitment events.
  • Coordinate landlord outreach efforts with, and involve SSVF Housing Specialists and Case Managers while demonstrating the ability to get along with others effectively; to manage conflict; to participate as a team member; and to give and accept criticism constructively.
  • Act as a liaison and mediator for housing issues that may arise between landlords and clients, Receive and respond to complaints and questions from landlords to mediate housing retention issues.
  • Make necessary notifications when required to law enforcement and keep SSVF General Manager or Designee advised of any unusual incidents.
  • Use sound mental reasoning, sound judgment, and have ability to respond calmly and effectively in a crisis-situation, while respecting and valuing all clients, regardless of circumstances, behavior, or need.
  • Show a strong commitment to maintain confidentiality in all assignments as directed, maintaining appropriate boundaries with clients and landlords.
  • Complete and maintain required handwritten and computer-based records, files, correspondence, and statistics in a timely, thorough, accurate, and legible manner.
  • Maintain knowledge of the City of Spokane, North Idaho, and surrounding SSVF grant communities' rental market.
  • Must have a flexible schedule.
  • Follow all policies, procedures, and directives of Goodwill Industries assuring safety of personnel or property.
