Summary: 
Plan, direct, or coordinate the operations of Workforce & Family Services (WFS) personnel engaged in providing organization-wide community and facility-based employment services and programs.  Manage and provide supervision for assigned Program Managers, Managers, Regional Managers and direct service staff to accomplish program goals, objectives, compliance, and outcomes.

Education and/or Experience:
Bachelor's degree (B. A.) from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.

Essential Duties and Responsibilities include the following:

  • Provide input to Director on preparing an annual budget for the delivery of services provided.

  • Seek new sources of revenue that fulfill Goodwill's mission and align with strategic plan.

  • Establish and maintain good working relationships with participant, referral agencies, community partners, and all team members.

  • Ensure all data is submitted accurately and timely as required in the Continuous Quality Improvement Outcome Management System (CQI-OMS).

  • Participate in data analysis of CQI-OMS to recommend and implement positive program changes and improvements.

  • Facilitate and participate in WFS department meetings.

  • Provide consultation, leadership, and oversight to assigned Division to meet program compliance, goals, and objectives.

  • Facilitate a person centered planning approach, which encourages independence and participant voice.

  • Keep Director advised at all times regarding WFS division activities in which Goodwill is involved.

  • Understand and enforce personnel policies and procedures, to include workplace rules and discipline as they apply to assigned employees and program participants.

  • Consult with Human Resources to implement Employee Assistance activities focused on helping employees resolve problems that interfere with their work and home life.

  • Coordinate and complete personnel functions according to company policies and procedures to include training, performance evaluations, disciplinary actions, and record keeping.

  • Conduct a Program Quality Review annually for all programs assigned. Coordinate with WFS Director and administration.

  • Thoroughly review, understand, implement, and monitor contracts and/or service guidelines for all assigned programs to meet expectations and requirements.

  • Provider oversight and leadership to ensure all documentation and related activities are current, accurate, and in compliance for all assigned programs and services. Includes case notes, reports, and documents required for billing.

  • Provide leadership, guidance, and oversight to ensure all electronic records are complete and accurate, such as the case management database.

  • Meet or exceed budgeted net margin for all assigned areas. 

  • Provide and oversee services in accordance with Goodwill policies, CARF standards, and principles of safety.

  • Meet or exceed budgeted net margin for all assigned areas. 

  • Recommend expense/staffing additions or reductions based on billable revenue projections achieved.

  • Be proficient in performing and overseeing essential functions for all program staff assigned.

  • Lead assigned area to work collaboratively with all WFS and all Goodwill departments.

  • Recommend WFS staffing requirements, interview, hire, and train new employees.

  • Review internal records and provide counseling, recognize staff accomplishments and suggest changes to procedures/policies to Director.

  • Ensure staff meets mandatory training requirements within timeframes required.

  • Conduct marketing and effective communications as a liaison and advocate with referral agencies, community leaders, government agencies, employers and the community.

  • Other duties as assigned.
